Based on the results of a Quantitative Risk Analysis (QRA), it is determined whether the situation under consideration is feasible or can be granted a permit. This involves assessing compliance with applicable laws and regulations regarding external safety. A QRA models the relevant risks to the surrounding environment associated with activities involving hazardous substances. These risks may relate to storage and transshipment, production, or transport by rail, road, water, or pipelines. An exceptional QRA may be carried out for construction projects near airports or heliports or for the development of an airport or heliport.
We have the necessary expertise and calculation software to conduct a QRA. Companies subject to the External Safety Establishments Decree (Besluit externe veiligheid inrichtingen – Bevi) are required to perform a QRA if the fixed safety distances from the External Safety Establishments Regulation (Regeling externe veiligheid inrichtingen – Revi) do not apply.
The competent authority can act based on Article 4.2 of the Environmental Law Regulation (Regeling omgevingsrecht – Mor).
