Essent/RWE is building a new power plant in Eemshaven. This power plant has a capacity of 1,600 MW, which can supply electricity to 2.5 million households. The coal-fired plant has a high efficiency of over 46%, which is more than 10% higher than the average efficiency for a coal-fired power plant.

Permits

To realize the power plant, an Environmental Impact Report (EIR) was required, and a large number of permits had to be obtained. Peutz carried out the noise studies as part of the EIR and for the permits under the Environmental Management Act and the Nature Conservation Act.

Engineering

In consultation with the engineers and suppliers of the plant components, Peutz critically reviewed the design and optimized it where necessary for noise aspects. The conditions were based on the requirements imposed by the permits under the Nature Conservation Act and the Environmental Management Act.
The noise levels inside the plant buildings were assessed against the requirements of the Working Conditions Act.

Construction Phase

During the construction phase, noise measurements were carried out, particularly during pile-driving and other noisy activities such as sheet pile installation. The measurements are part of the monitoring plan required under the Nature Conservation permit.

Implementation Phase

During the implementation phase, Peutz conducted noise measurements to check compliance with noise requirements and the conditions set in the environmental permit. Based on these measurements, several modifications were made to the installations, reducing the noise levels.
